##### LEVY PROCESSING

# E-Levy Processing in Indiana: A New Era of Electronic Levies

How United Collections Bureau is revolutionizing electronic levies.

This webinar is a guide for Indiana financial institutions on electronic levies. The Indiana Department of Revenue (IDOR) has contracted with United Collection Bureau, Inc. (UCB) for service of tax collection levies, and UCB's electronic levy capabilities improve efficiency for both financial institutions and the state. The session covers UCB's use of ANSI X9.129 e-levies, the benefits to financial institutions, implementation steps, and First Merchants Bank's experience, followed by questions and answers.

## Key points

- IDOR has partnered with UCB for tax collections since 2020. UCB is IDOR's legal collection agent, authorized to apply levies, wage garnishments and similar orders (IC 6-8.1-8-4).
- UCB set out to eliminate paper-based levy processing. IDOR benefits from the change with enhanced security, efficiency, and accuracy, and X9 E-Levy enables electronic levy transmission and response.
- ANSI X9.129 is a secure, structured data exchange for legal orders. It was approved by the American National Standards Institute in 2020, handles original levies, maintenance orders such as full or partial releases, and responses by financial institutions, and uses fixed-width data files.
- For financial institutions, electronic levies cut intake and response time, eliminate paper scanning and filing, streamline response processing, reduce human errors, and leave electronic records that give a clear compliance history.
- First Merchants Bank reports faster processing for high volumes, processing time reduced by 15-20 minutes per levy, no more manual mis-entries, easier audit readiness, and staff who can focus on high-value tasks instead of paper handling.

## Common questions

### Who presents the webinar?

Monique Jones, Director of Operations, and Lisa Burnett, Senior Vice President, of United Collection Bureau, Inc.; Ashley West, Applications Analyst, Operations, at First Merchants Bank; and Tom Melling of Safari SOP, Chair of the X9B4 Working Group of the Accredited Standards Committee X9.

### What does a financial institution need to do to receive e-levies from UCB?

Three steps. First, set up a secure data connection: an SFTP site for levy data exchange with UCB. Second, prepare your system: make sure your levy management system is X9 E-Levy compliant for receiving levies, processing maintenance orders, and delivering responses, and configure the SFTP data exchange workflow. Third, take part in testing before go-live.

### Can a vendor help with X9.129?

Yes. First Merchants Bank used a vendor to become X9.129 capable: Safari SOP, whose Tom Melling chairs the X9B4 work group. In that setup, e-levies travel from IDOR and UCB over SFTP to Safari SOP and on to the bank, and responses flow back the same way.

### Who answers follow-up questions?

Lisa Burnett at UCB for implementation, Tom Melling for the X9.129 standard, and Erin Hormozi at Safari SOP for [Safari Levy Manager](https://www.safarisop.com/product/levy.html).
